Final Report, including updated Equality Impact Assessment
A Review of
The draft report of the advertising review group, published in August
2005, generated considerable debate about the future direction of
government communications and how we buy and manage advertising services. The review process has greatly enhanced theworking relationship between government and the Media and advertising industries and I would like to thank everyone who responded to the draft report.
Advertising is like any other public service and must be delivered efficiently andeffectively. This final report sets out a clear value for money framework in whichadvertising will be delivered as part of an effective and integrated communications

process.
Quality, creativity and a focus on outcomes will be central to the new approach. I am
confident that this approach will strengthen government communications and ensure
that in Northern Ireland we can meet the challenges of a rapidly changing
communications marketplace.

Background to the review and summary of
the draft report
1.1 The review of government advertising in Northern Ireland arises from
government’s desire for value for money in the procurement and
management of advertising. The focus is to ensure the most efficient and
effective connection between government and the public in terms of access toand understanding of, government information. Advertising is not of coursethe sole medium of communication. Government remains committed tousing the widest range of methods and channels to ensure effectivepublic communication.
1.2 This final report marks the end of the review process but signals the beginningof a process of significant change that will deliver advertising as part of aneffective and integrated communications process.
1.3 This final report follows the publication of the draft report of the advertisingreview group at the end of August 2005. The terms of reference for the review

• To examine the business objectives of government advertising and how
government currently procures advertising across all media – print, TV,
radio, outdoor and the Internet;
• To determine the efficiency and effectiveness of the current approach to

new media outlets; and
• Taking account of these factors, recommend the most appropriate option(s)
for government
