Terrorism, it has been said, is the warfare of the poor, while war is the terrorism of the rich. Not surprisingly, citizens of the wealthy North are more accustomed to criticizing the former while taking the latter for granted. There is, however, a striking and often ignored similarity between the terrorism precipitated by comparatively weak, unorganized, nonstate actors and that conducted by powerful, officially sanctioned governments themselves. former is (rightly) condemned by nearly everyone in the West; only rarely is the latter placed in the same category. To do so, however, is to experience a potentially valuable shift in perspective, helping us to, as the poet Robert Burns put it, "see ourselves as others see us."
